Local Content Act: NCDMB bans use of imported LV, HV cables oil & gas projects

The Nigerian Content Development and Monitoring Board (NCDMB) has instructed project promoters in the Nigerian oil and gas industry to ensure that procurement for Low Voltage (LV) and High Voltage(HV) cables required for any project in the oil and gas industry is sourced only from the Nigerian cable manufacturing company.

This was contained in a statement on Wednesday released by Engr. Simbi Wabote, Executive Secretary of NCDMB .

According to the NCDMB ES, the public, especially operators, Alliance partners , Engineering, Procurement & Construction (EPC) contractors, sub-contractors , vendors/ service companies and others are hereby notified of the high availability of in-country manufactured Low Voltage(LV) and High Voltage (HV) cables that meet the specifications of the oil and gas industry.

He said, “The NCDMB is mandated to develop capacity of the local supply chain through Direct Development Intervention or support to investment to set up facilities. NCDMB has a key responsibility to ensure that these investors are protected. In line with the interest of the Nigerian Oil and Gas Industry content Development (NOGICD) Act.

“The policy intervention by the Board to encourage investment is to mandate stakeholders to prioritize the utilisation of manufacturing facilities in the procurement of LV and HV cables.

Wabote listed the cable manufacturers to include, Nexan Kablemetals Nigeria, Nigerchin Electrical Development Co. Ltd, Micom Cables, Coleman Cables, Nocaco Cables and Cutix Plc.

He however noted that if the technical specs of HV cables to be procured are outside the direct competence of the aforementioned local production companies, operators, alliance partners, EPC Contractors , sub-contractors , vendors &service companies are offered opportunity to place order for the importation of the HV cables from the approved manufacturers through any of these local production companies.

Engr. Wabote said, “In compliance with the section 11 & 12 of the NOGICD Acts of 2010, procurement of LV an HV cables outside the shore of Nigeria shall no longer be granted by the Board confining the procurement of the HV cables through Purchase Orders (POs) given to these companies.

He, therefore, insisted that all Low Voltage Cables must be procured from the Nigerian Cable Manufacturers for all project, contracts in the Nigerian oil & gas industry.
